A mobile-first front end web Designer with decent UX abilities for a fairly simple, but secure user story and to tie all the various things listed below together.
Web developers with experience installing and/or administering GlobaLeaks and/or SecureDrop instances, working with Tor onion sites, Schleuder email systems, and other secure methods for transmitting messages or files.
Web developers to build and manage building documentation sites, either in a markdown flavour or possibly building in Wagtail.
Writers and editors to produce user guides, polish ethical guidelines for journalists and sources, and help this project look more, you know, professional.
Digital security experts to help keep all the things locked down.
Writers and editors with journalism or journalism industry experience, with a deep background and understanding in the area of ethics and laws around working with confidential sources.
People who network or collaborate with diverse groups of independent, freelance journalists or specialist authors that would be ideal for this project.
A fundraising expert or two who will the get seed money for a plucky, adversarial startup such as this.

Journalists or investigative reporters interested in being part of a new method of getting news tips that generate great stories you can shop to the best media outlet.
Sources with urgent stories to tell or details to share, who don't necessarily want the world talking about them or knowing who they are.

Writing an ethical framework for working with anonymous/confidential sources or whistle blowers or confidential material, based on existing best practices from around the media industry.
Cultivating a roster of established, independent/freelance journalists from different regions who have extensive experience or expertise in areas of politics and government, sciences or technology, the corporate sector and economics, conflict and war reporting.
Developing upon existing secure submission and contact platforms to create multiple available avenues for sources to submit materials or reach out.
Setting up platforms and methods for material analysis and verification.
Getting fundraising and support.
